Panchayat Asset Details
Panchayat assets are defined as all immovable and movable properties owned, acquired, constructed, or maintained by the Grama Panchayat for public welfare and administrative purposes within its jurisdiction. As per the Kerala Panchayat Raj Act, accurately recording and safeguarding all Panchayat assets is a primary responsibility of both the elected council and the administrative officials.
Classification of Panchayat Assets
1. Immovable Assets
Land and Buildings: Panchayat office, shopping complexes, auditoriums/halls, public libraries, hospital buildings, Anganwadis, and markets.
Public Roads and Infrastructure: Roads under Panchayat jurisdiction, culverts, and drainage systems.
Water Bodies: Public wells, ponds, and drinking water schemes.
Other Structures: Burial and cremation grounds, bus stands, and parks.
2. Movable Assets
Office Equipment: Computers, printers, furniture, air conditioners, and UPS units.
Vehicles: Official administrative vehicles and waste collection vehicles.
Other Equipment: Solar/street lights and waste management equipment (such as Material Collection Facilities [MCF] and Resource Recovery Facilities [RRF]).
Asset Register and Maintenance
Asset Register: An official register maintained to record key details including date of purchase, monetary value, location, and current physical status.
Digitization: Asset information is digitally cataloged using official portals and software provided by the Local Self Government Department (LSGD).
Annual Physical Verification: Physical inspection of all assets is conducted at the end of every financial year to assess their current condition and operational status.
