Grama Sabha: People’s Participation in Local Development

The Grama Sabha is the cornerstone of Local Self-Government Institutions. It is a people's assembly comprising all registered voters in each ward of a Grama Panchayat. It stands as the largest constitutional forum guaranteeing citizens the right to directly participate in local development processes, voice their opinions, and evaluate the administration.

Who are the Members of a Grama Sabha?

Every individual enrolled in the voter list of a Grama Panchayat ward is a member of that ward's Grama Sabha. The Ward Member serves as the Convener of the Grama Sabha.

Key Duties and Powers of the Grama Sabha

• Proposing Projects: Discussing and proposing necessary initiatives for the village, including roads, drinking water schemes, street lighting, agriculture, and dairy development.

• Beneficiary Selection: Transparently selecting eligible candidates for schemes such as the LIFE Housing Scheme, individual benefits, and pensions.

• Setting Development Priorities: Deciding how the available funds should be prioritized and allocated first.

• Social Auditing: Exercising the public's right to review projects implemented by the Panchayat, audit the expenditure, and point out irregularities, if any.

• Discussing Draft Budgets and Annual Plans: Reviewing the Panchayat’s development documents presented before the assembly.

When Does the Grama Sabha Convene?

The Grama Sabha must convene at least 4 times a year. Additionally, special Grama Sabhas may be called in emergency situations or when requested by a required number of voters. The date, time, and venue are communicated in advance through newspapers, public announcements, and ward WhatsApp groups.

Other Important Information About Grama Sabha

1. Special Grama Sabhas

In addition to regular meetings, special Grama Sabhas are convened to focus on specific topics:

• Women’s Grama Sabha: An exclusive assembly for women to discuss welfare, safety, self-employment schemes, and neighborhood group (Ayalkoottam) activities.

• Balasabha / Children’s Grama Sabha: An assembly organized with the participation of children to focus on child rights, education, recreation, and school facilities.

• Special Sabha for Senior Citizens and Persons with Disabilities: A targeted forum to plan initiatives and discuss specific needs and welfare entitlements.

2. Grama Sabha Quorum

For a Grama Sabha to be legally valid, a minimum quorum of 10% of the total voters in that ward must attend. Furthermore, at least 10% of the participants must be women. If the required attendance is not met, the meeting must be adjourned due to lack of quorum.

• Arrive on Time: Be punctual to actively contribute to the discussions.

• Sign the Register: Record your name and signature in the attendance register.

• Submit Suggestions: Express your ward’s needs clearly and submit them in writing.

• Decision Register (Grama Sabha Minutes): Ensure that the decisions taken during the assembly are officially recorded.

4. Follow-up Actions on Decisions

Needs and resolutions raised in the Grama Sabha are forwarded to Working Groups for further discussion. They are then presented at the Development Seminar, approved by the Panchayat Managing Committee, and incorporated into the annual development plans
